Organizational Setting
The two (02) positions are based in the FAO provincial offices in Karachi and Quetta, with regular travel to the districts. These positions relate to the outputs for which FAO is responsible in Sindh and Balochistan under the ITC (International Trade Centre) implemented “Growth for Rural Advancement and Sustainable Progress (GRASP) project”, funded by the European Union.  The main aim of the FAO country offices, which are headed by a FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

  • The following positions are SB4 SC8:

  • Position 2: Quetta

Reporting Lines
Under the overall supervision of the FAO Representative in Pakistan and in close coordination with the Sindh and Balochistan Provincial International Program Coordinator in Karachi / Quetta, the GRASP Project Coordinators will be directly supervised by the International Project Manager. The Project Coordinators (GRASP) will also work in close coordination with the ITC GRASP Project Coordinators in Balochistan and Sindh, and with other GRASP implementing partners.

Technical Focus
The National Project Coordinator in each province will be responsible for day to day management of all project activities in that province and he or she will lead the FAO project team in the province, in close coordination with other implementing partner organizations. He or she will have both technical and operational responsibilities to ensure smooth implementation of the project.

Tasks and responsibilities

  • Day to day management of GRASP project activities for which FAO is responsible in all operational districts of the project to ensure smooth implementation and required outcomes.
  • Work closely with the International Project Manager, other GRASP implementing partners and key stakeholders for the preparation, selection and finalization of the farmer cooperatives, community organisations and producer marketing groups that will receive the project interventions related to the selected food commodity value chains in the selected districts.
  • Assume responsibility for the timely, effective and coordinated implementation of the project at the provincial level, in accordance with the approved work plan.
  • Supervise GRASP FAO staff in the province and monitor their activities and progress. Using performance management tools, the incumbent will ensure that performance indicators are met and reported upon and that field and donor reports are produced on time and according to the required standards.
  • In close coordination with the International Project Manager, periodically review and if required, fine-tune project’s work plans and develop sound, realistic and meaningful approaches for every aspect of project delivery.
  • Prepare periodic reports in approved formats providing a detailed overview of all aspects of project delivery, beneficiary analysis, intervention approach and achieved or perceived impact on beneficiaries vis-à-vis project outcome, outputs and indicators. Provide input required and act as focal point for combined reporting with other provincial implementing partners.
  • Assist in the identification and selection of service providers (e.g. government line departments, technical research institutes,).
  • Monitor the project budget and ensure resources are allocated and utilised for project delivery in a timely and effective manner.
  • Supervise service providers and ensure timely delivery of inputs and technical assistance to beneficiaries, making sure that service providers’ reports are received, reviewed and cleared in a timely manner and follow-up with the Administration Unit of FAO Representation in Pakistan to ensure timely processing of due instalments.
  • Closely monitor the Project’s monitoring and evaluation system to ensure all aspects of the Project are monitored, feedback is provided in a timely manner. Ensure socio-economic and biophysical baseline tools are prepared for the purpose of impact assessment.
  • Prepare periodic financial projections and procurements plans for onwards processing by FAO Representation in Pakistan, Islamabad.
  • Perform any other relevant duties as requested by the FAO Representative in Pakistan.
  • The incumbent will also ensure the safety and security of FAO staff and property in Sindh province by strictly adhering to UNDSS security procedures and advisory and inform the security focal point of any security events or bottlenecks in the implementation of security procedures.

Minimum Requirements

  • Advance University degree in (agri )business, agriculture, livestock, marketing or equivalent level and background.
  • At least 10 years’ experience of progressively increasing responsibility in managing projects and people  within agricultural, livestock or horticultural sector, especially marketing aspects
  • Working knowledge (Level C) of English and Urdu.
  • Knowledge of other languages spoken in Balochistan and/or Sindh is an asset.

Organizational Setting

Reporting Lines
Under the overall supervision of FAO Representative in Pakistan, the direct supervision of the Provincial International Program Coordinator (PIPC) and in close coordination with the M&E Specialist/Officer, the M&E Associate will report on a day-to-day basis to the relevant Project Coordinator, according to the project assigned. He/She will be responsible  for performing the following

Technical Focus
Implementation of M&E systems, procedures and analysis as per the requirements of particular projects in the context of Sindh.

Tasks and responsibilities

  • Assist in the implementation of RBM system and project M&E framework;
  • Assist in developing  data collection  tools (quantitative  and qualitative)  to be utilized  in monitoring  and reporting  against Logframe indicators;
  • Assist in entering data into the project Field Programme Information System (FPMIS), the project database;
  • Conduct trainings of field staff in the collection of primary data using appropriate tools and techniques and troubleshoot data entry problems
  • Assist project baseline studies, mid-term and end-line evaluation;
  • Manage/update  project database and track the progress of all interventions  against agreed work plan/LFM indicators,  and assist M&E specialist in preparing FAO periodic reports and donor report;
  • Assist in providing  data for preparation  of infographics reflecting project performance;
  • Assist in providing  data for generation of spatial analysis and GIS maps highlighting  project performance
  • Collect and document  of case studies as per requirements;
  • Assist in verification activities for other projects
  • Perform any other relevant M&E task as requested by the FAO Representative in Pakistan.

Minimum Requirements

  • Master's degree in Project Management, Engineering, Economics, Development  Studies, Public Administration, Sociology, or related area;
  • At least five (05) years of working experience in M&E and application of Result Based Management Approach.
  • Working knowledge of English, Urdu, and local languages used throughout  Sindh
